You must use the Unova Link to upload data for the Iceberg Key from a copy of Black 2 to unlock Regice. Registeel requires the Steel Key, which is aquired in White 2.

You receive a key following the battle with Regirock. Use Unova Link to get the other key since both Regis are on different games.
