Why are Iris's Pokemon at full evolution but not the correct level?

This is far from the first time a gym leader, or even any trainer, has an underleveled Pokemon. There are even some instances of underleveled wild Pokemon.

The very first examples of underleveled Pokemon are found in the Viridian Forest in Red and Green. Kakuna and Metapod can be found at level 4 despite not evolving from Weedle and Caterpie until level 7.

Underleveled Pokemon are often used to emphasis a trainer's power. A Haxorus makes Iris stronger and more fitting as the final gym leader.
