There are 2 ways to get him 1 way to get him is to trade him from black and white 1 the other way is to use a action replay I do not know how to use one

You can get it as a mystery gift using WFC in the title menu of Pokemon White/Black 2.
To get resolute form there is a path beside Alder's house. Follow it and you will come to a clearing. Press A and a cut scene will come up with Keldeo walking around the tree.

It's an Event Pokemon, you can't get in in Black or White 2 unless traded or use of cheats without getting it at an event. Last one was February 12th
