You cannot fight the first gym leader until after you visit the Trainer's School. You should be able to simply walk in, if you cannot then try visiting the Dream Yard or Fennel's house.

The First Gym and Pokemon Trainer's School can both be found in Striaton City. You should be able to go into the Pokemon Trainer's School as soon as you get to Striaton City. After you have been there, you should be able to battle the Straiton City Gym.
