There is a ship at one of the docks of Castellia. I don't remember which, but I think it is the west-most or second west-most dock.
CAUTION: Victini will be very weak, your Pokemon may be too strong.

Since you have the Liberty Pass, there is a Small Boat in Castelia City that will bring you to Liberty Garden. Victini can be found within the building on Liberty Garden. You will have to defeat Team Plasma before you can battle Victini.
Victini will be at Level 15.
