The only way to get a Zekrom that is Level 9 and Under is by an Action Replay Code. You can try to trade for one, but it will be hacked.

Theres a different way Warrior13. Go get a ditto at giant chasm and then bring a Zekrom and the Ditto to the day care place, then wait a few minutes or so for the Ditto and Zekrom to lay the egg. Then walk around and do random stuff for maybe 15 minutes and your lvl 1 Zekrom is hatched Smile

This is the Pokemon White Version Pokemon Modifier Code where you get 649 Master Balls and 100 Ultra Balls. You toss the number of Master Balls equal to Zekrom's National Pokedex Number. Then toss the number of Ultra Balls equal to the level you want it at.
