Tornadus cannot learn the Move Charge. It just isn't possible.

but the pokemon for the time machine needs 2 learn the move charge and someone told me the pokemon I needed was tornados.Glaceon answered:
You can alternatively use Pokesav to have a hacked Tornados that has Charge.
