Beat the Plasma Grunts in Nimbasa City and meet the Day Care Man. This all should happen in one fell swoop once you enter the city.

When you beat team plasma and save the daycare man from team plasma he will give you a bike and then you ask the lady at the desk of the daycare to put one of your Pokemon in the daycare
And when you put one Pokemon in she will ask you if you want to put another Pokemon in the daycare.

Get the gym badge then defeat team plasma in pinwheel forest and you should be able.
