Archen and Archeops have much better stats, but have a very bad ability.
Tortuga and Carracosta don't have as good of stats, but have useful abilities. Their stats aren't bad, they have the same base stat totals of all other fossil Pokemon.

It really depends on your team, check which of the above two Pokemon's types, move sets, strengths and weaknesses best help your team. I chose Archen, and he was OK, you don't really need them in your team, but they can be useful at points.

It depeneds. For my opinion, if you want an 'attacking' type of Pokemon, you should choose Archen. Tortuga has a better stats in S.defense and defense that type of thing
