How do you get a razor fang to evolve gligar? Guy in black suit wont give me it!!!!!!!!!!!

The man in the suit on Route 13 may give you one. Every day he gives you one random item. Save before speaking with him, and then you can reset until he gives you what you want.
You can find a Razor Fang at the Abundant Shrine.

He'll only give you a random item. Here are some other ways to get it:
You can find it at the Abundant Shrine.
In the battle subway you may get it by earning 48 battle points and exchanging them for a razor claw.
