Each time you find a Team Plasma Sage, Looker will appear. After you find all Six Team Plasma Sages and Looker give you information about N, I don't think you can find Looker anymore.

Looker only appears when you catch one of the sages (except for Ghetis who is caught at N's Castle). He also appears in your house after Ghetis is arrested. After you see him seven times, he is gone forever.
