Arceus cannot be found in Pokemon White. The only ways to obtain one are by Trade, an AR Code, or PokeTransfer.

During the month of February you can befriend an Arceus in the Global Link. It is level 100, no special moves or special ability. The password is ARCEUSVOTE.

To get Arceus, you must transfer it from previous DS Pokemon games.
