Well, the Move Charge won't really help you catch a Pokemon in a battle. You can still use PokeBalls, GreatBalls, and/or Ultra Balls to catch a Pokemon. You can also try to teach your Pokemon other moves.

You have to trade a Pokemon that knows charge from Pokemon black version, not white and then a guy in opelucid city gives you a cell battery.

The first guy isn't very bright, is he?Anyway, you'll need a Pokemon from black version with charge.If yours wondering why, opelucid city looks different.The dude will give you a cell battery.
