Terrakion can be found somewhere in Victory Road.
The best way to catch Terrakion, like any Legendary Pokemon, is by lowering it's HP into red, making it fall asleep, and then throwing Ultra Balls at it.

You first need to capture Cobalion in the Mistralton Cave. Once you do that a room opens up in Victory Road. Save before fighting. Weaken Terrakion like you would any other pokemon. You can use any type of pokeball, there is no "correct" ball to use.

If you enter victory road from the Pokemon league, you go down the stairs to the left. Then you use strength to push the boulder and head in to the chamber. After lowering it's HP in to red, you can either make it fall asleep, paralyze it, or confuse it. Then use ultra balls or dusk balls.

I have all 3 of them....you get terrakion near the top of victory road but one of your Pokemon need to know the HM move Strength to get to it. And I used a master ball. Hope this helps (:
