Sceptile cannot be found in Pokemon White.
It can only be obtained by Trade or PokeTransfer.

Sceptile (Grovyle and Treecko) cannot be caught in the wild in ANY Pokemon game. This game is no different. The only way to obtain Sceptile is to trade or migrate.

Ya,I think you need to migrate or trade.you can also use relocater if you have a game with sceptile in it.
