Yes, Ditto can breed with Emboar. However, the egg they prodcue will hatch into a Tepig.

If your Emboar is male, then breed it with a female Tepig/Pignite/Emboar or Ditto.
If your Emboar is female then breed it with anything in it's egg groups.

I got a female tepig and caught a patrat so I can breed them and get 1,000,000,000,000 tepigs!!!!!
