The only way to guarentee that you will catch a Pokemon is by using a Master Ball. However you only get one (unless you trade for more), so don't use it on any regular Pokemon.

There is such thing as critical capture. Critical capture is a new mechanic in the black white version. When you hear a metal sound when your character throws an empty pokeball, that means that it cuts the chance of the Pokemon to break out. Easy capture! This is a rare occurance, unless you have plenty of Pokemon in you pokedex!

You can't unless you have a Master Ball which has a 100% catch rate.
