At the end of N's Castle, N will be waiting for you. Right before you battle him, you will get to battle Reshiram.

Sorry, but for some reason my mind thought this question was for Black. The only way to get Reshiram in White is by Trade.

N's castle is only present in the game for that brief period. Arresting all of the sages does nothing (other that give you some TMs). Reshiram is a version exclusive pokemon. If you wanted to catch one in your game, you should have bought Black version.
