What am I missing that the guy in the alley won't give me flash when I walk by him?

You have beat the 3rd gym, then when walk up that alley way with the dumpers, that guy will jump in front of you. Hope this helps.

You just have to make it to the city. You don't need to beat Burgh first. Check to make sure you don't already have it.

1st beat the gym.
2nd make sure that it is the right alley and the right guy.
