To get to the abyssal ruins, you need to dive down in Undella Bay.

First go to Undella Town. A girl by the shore gives you HM Dive. Teach a Pokemon Dive, then Surf to Undella Bay. Use Dive at one of the dark points in Undella Bay to go to the Abyssal Ruins.
