There is a boy or girl in chargestone cave. Go to Mistralton. THE FIRST STAIRCASE ON THE NORTH it the one you will take. And you'll see a dude with green hair, or a girl with green blueish hair and shes right near a rock that has electricity on it. U HAVE AN 8% CHANCE OF CATCHING TYNAMO. Its level 33 and you should use a quick ball then ultra balls. Thanks

Tynamo is only found in Chargestone Cave.
On F1 and BF1, there is a 2% chance.
On BF2 (bottom floor), there is an 8% chance.
On all three floors, all wild tynamo are level 27. (I have no idea where the other person got level 33 from, there are no Pokemon in the cave that are level 33.)
