The only games that have certain Pokemon with foreign entries is Diamond and Pearl. From Platinum onward, all Pokemon have foreign Pokedex entries. You just need to get a foreign version of that Pokemon from somewhere, such as the GTS.

Oh,because I have recieved a Japanese Zorua and a Japanese Axew ,both legit.And there wasn't a foreign entry for them.Could you tell me why it didn't add to my pokedex? :(
