The event to get that Pokemon has not been announced for any country. That Pokemon hasn't even officially been revealled yet. Be patient.

The Pokemon that learns Relic Song is named Meloetta and this Pokemon can learn "Relic song" by going to a man in Castelia City's Cafe and acquire Relic Song Note this process can only be done with an Event:Meloetta.As the guest: with ID #397643 said Meloetta has yet to be announced for distribution in any country.

It never happened for Black/White. It only happened for Black 2/White 2 and the event already passed.
