Where exactly can I find the Legendary Pokemon at Victory Road? Because I've been looking all over and I can't find it.

Well after you've caught Cobalion in Mistralton Cave which is on Route 6, go to the Pokemon league. Now head to the Victory Road's entrance there. Now when you walk in there are two sets of stairs. Go to the one on the left and go to the next area. Now you should see a boulder you will have to move into a hole so you can pass. Now on left you should see what looks like an opening. Go inside this room and you should see the legendary Pokemon Terrakion.

If you go all the way through victory road go back in and down the set of stairs on your left and go down and use strength on the boulder thats in the way unless uve already pushed it go left and there's a depper cave in there is terrakion hope I helped
