You can get the TM dig on Route 4 from a worker. Though you might want to also have some Rock type moves. They mainly train the Pokemon Emolga in that gym, it's a flying/electric type Pokemon.

You can get a move called Rock Tomb it's in Desert Resort it in the Bottom Left Hand Corner.

There's also "dig" in that area as well. A guy in a house will give it to you, but I can't remember where exactly he is (in the desert area, I think on your way to desert resort).
