Just like any other. Wear it down, then use your Pokeballs on it. And, don't worry that much about this being a one shot thing - It's not. Victini will appear in the same spot over and over again if you defeat it or it runs away until you manage to catch it.

It simple it's just like catching other Pokemon, before you battle him save the game and then battle him you weaken him down to red health and then try to catch him with a pokeball, Good luck.
