How to make a Pokemon fly without obtaining the badge
I can't play the full game because I have the downloaded version of the game in my r4 and I want to continue the game so I need to have a Pokemon that can use fly without me obtaining the badge

Even if you were to obtain a Pokemon that knows the move Fly, you still wouldn't be able to use it outside of battle until you have obtained the Fifth Gym Badge (Cianwood City). Only after you defeat this gym will you be able to use Fly outside of battle.

You're out of luck unfortunately.
There is no way to bypass the badge-requirement to use Fly outside of battle, even if you were to have a Pokemon with the move traded to you.
