No, it's not possible to access the Sinnoh Region in Pokemon SoulSilver. You can only access the Kanto and Johto Region.

You can get to sinjoh ruins though by getting arceus lv 100 and go to the house at the ruins and you can get palkia dialga or giratina id go for dialga(rules).
