While I am not sure if there are any between Route 29 and Goldenrod City, I am sure that Nidoran can be found on Route 35. They often know the move Double Kick, which is a Fighting-type move. But I really don't know why everyone doesn't include Rock and Steel-types in Normal-type weaknesses. Just because they aren't super-effective doesn't mean they aren't superior to the type. Normal-type moves are weak to either type but do regular damage to Fighting-types. You can find one of those types too.
