The GS Ball is an event item exclusive to Japanese versions of Pokemon Crystal. Therefore, it is impossible to obtain one on any other game.
To activate the first event at the Shrine, you must take a special event Pokemon (Pikachu-colored Pichu) to the Shrine. You will then get the Spiky-eared Pichu. The event required is long over.
To activate the second event at the shrine you must take a legitimate event Celebi to the shrine, you will then be transported back in time. The required event is long over.
