Question for Pokemon Soul Silver

Ok I'm trying to breed a shiny charmander and so on.(I'm just saying I spent a lot of time leveling it up to lvl 60 to charizard)Can somebody tell me which 2 Pokemon I should use to make one? And when someone says a Pokemon from a different country what the heck does that mean?one more question:I got a charmander and evolved it is there a way to get blubasaur or squirtle besides trading?

After beating Red, Professor Oak allows you to pick one Kanto Starter (Bulbasaur, Charmander, OR Squirtle). Other than this, the only two ways to get a Bulbasaur or Squirtle would be to trade for or migrate them.

There is a 1 in 8192 chance that an egg will hatch into a shiny pokemon. This is improved to a 1 in 1366 chance if you use the Masuda Method. This method involves breeding Pokemon from two different countries. For instance, breed a female Charmander from Japan with a male Charmeleon from the US, or breed a Charizard from Germany with a Ditto from the UK. The easiest way to get a foreign Pokemon is to use the GTS.
