There are a few ways to obtain a Shiny Pokemon. You can obtain one in the Wild, by Trade, by an Action Replay Code, or by Breeding.

If you want a Shiny Charizard, you cannot find one in the Wild. However, you can do System Resets on the Charmander you receive from Professor Oak until you get a Shiny one. You can even obtain a Shiny Charizard by Trade or an Action Replay Code.

If you want to Breed a Shiny Charmander Egg, I would suggest to use the Masuda Method. To do this Method, you need to put a Pokemon from your game with a Pokemon of the same Egg Group from a different country in the Pokemon Daycare. The odds of the Pokemon that hatches from the being Shiny will increase from 1 in 8,192 to 1 in 1639.

Hope this helps!
