Question for Pokemon Soul Silver
Im training my Pokemon for red but my dugtrio's health isn't getting any higher.it's level 59 and it only has 131 Health!Is there any fast way to raise it's health?I'm nervous of taking health potions since it costs a lot of money. I need my money for hyper potions and revives.

Yeah my Togetic is level 55 and it's health is only 134. But all that comes to mind is battling and HP ups.

Durgtrio is a Pokemon that has a very low HP Stat. I think your Durtrio has too high of a level for HP UPs to work.
The best thing to do is continue to train your Dugtrio. Its HP Stat can only go up with a higher level.
You can also give Dugtrio the Power Weight to hold. It will help it gain more HP when leveling up, but it will decrease it's Speed Stat. You can buy one at the Battle Frontier.
