No, you cannot. This is because both Pokemon are from an English Game. You will have to Trade for a Pikachu from another country and breed it with your Pikachu in order to lower the Shiny Pokemon Chances.

You can breed any Pokemon for a shiny Pokemon (provided the two Pokemon can breed and produce an egg). The Masuda method only works with two Pokemon from different countries, but any Pokemon can produce a shiny "baby."

Actually, you can breed lt. Surges PIKACHU and another to get a shiny but it's a lower chance than using two foreign Pokemon,BUT, your chances are higher with none at all T_T
