I want to transfer a level 70 Legend Pokemon to SS, but will it still obey me when it gains XP and levels up?

It depends how many gym badges you have. If you have 7 or more, then it will obey you.

If you are already at Pal Park in Fuchsia City, then the Pokemon will obey you. This is because you're already far enough in the game.
