Question for Pokemon Soul Silver

How come when ever I use my gyrados's dragon rage on dratini it's doesn't do much damage because hes my only dragon move Pokemon and I'm up to clair please help

Dragon Rage is a fixed-damage move. It only does 40hp of damage. It will always do 40hp of damage regardless of level, stats, STAB, weaknesses, or resistances.

Dragon Rage is wonderful when you have Pokemon below level 20, but once you get into the 40s Dragon Rage isn't strong enough.

Dragon Rage is a Move that will only do 40 Hit Points Damage, no matter what type the other Pokemon is. It's a good move to have when facing Legendary Pokemon and Lower-Leveled Pokemon. It will even help with some of the Gym Leaders, but not Clair.

Clair's Pokemon are too good to be defeated by Dragon Rage. I would suggest that you teach your Gyarados TM72 (Avalanche). TM72 can be found in the Ice Path (You may have even found it). Avalanche should help your Gyarados defeat Clair's Dragon-Type Pokemon.

Having plenty of Revives and Hyper Potions would also help when facing Clair.
