I would say that Route 39, Route 40 (Surf), and Route 41 (Surf) are good places to train your Pokemon for the Olivine City Gym Leader.
Once your Pokemon are around Levels 30-35, you should be good enough to take on Jasmine.

Do you have 5 gym badges? She has 2 level 30 Pokemon and 1 level 35. Id go to Cianwood city and go to the safari zone. Train by beating the people on cliff cave. Try to smash rocks by the front. Find a shuckle. Catch or kill it.

Either the water route outside the city for FIRE type training or on the route to safari zone to train WATER types.
