If you wasted the MasterBall Professor Elm gave you, you can obtain another one by a few ways.
You can obtain a MasterBall if you win the Lottery in the Goldenrod City Radio Tower. You can also obtain on by Trade or an Action Replay Code.

I think you accidentally the verb.
Masterballs can be won from the Lottery in the Goldenrod Radio Tower. It is extremely difficult and helps if you've traded with tons of people.
The only other way to get extra Masterballs is to trade for them. To do this, have the other person's Pokemon hold the Masterball during the trade. Good luck finding someone willing to give up their Masterball.
