I'm trying to catch Raikou. I'm on route 38, and my pokegear says Raikou..

Question for Pokemon Soul Silver

I'm trying to catch Raikou. I'm on route 38, and my pokegear says Raikou should be in the grass by the fence. I've used like 7 max repels in a row, but Raikou won't appear.
Why is this? All the other times I tried to catch it other places, all I had to do was use a repel and it would show once I entered the grass. I keep checking my map, and it still shows it should be right here.

Should I just keep running around it the grass, or should I give up and try again another place?

You're lead Pokemon MUST be a lower level (possibly the same or lower) level that Raikou for the Repels to work. If you spend too much time on one Route, Raikou (and any other migrating Pokemon from any game) will change Routes. Migrating Pokemon are some of the most difficult to catch, have patiences.

What the guy above/below said and that every time you change rout, he changes his location, so anytime he's in a far away place, without flying there, just get onto another rout and keep going back and forth until Raikou is near you. Hope this helps.
