No. The Azure Flute is an event for Diamond, Pearl, and Platinum. It cannot be recieved on any other version; even if you would hack it, it wouldn't do anything because the Azure Flute triggers an event at the Spear Pillar which is only in DPPt. Besides, the Azure Flute was never distributed.

Yes. By using a cheat. Go to Mt. Silver cave and use surf, go up the water fall and use rockclimb get to the end of Mt. Silver cave (you may catch Multres there) now use rok climb and go down to were Multres is, catch him. Now the cheat comes in handy. Keep going foward from were Multres was and you must be able to go through the rocks you will go into a room there is a pokeball there, pick it up and it will be the Azure flute.
