It is very possible. First, switch your HeartGold for a copy of Diamond, Pearl, or Platinum, and then play that game.
If you mean if it is possible to fight them on your HeartGold, the answer is no. You already fight twice as many gym leaders as any other Pokemon game, you don't get more.

Yeah. Like the last guy said - You only get to battle 16 gym leaders - Those in Kanto and those in Johto. While you are able to visit the Sinnoh region in this game, you don't get any of the perks from that region.

I saw on youtube that if you have 4 stars for trainer card it could happen. I don't believe everything I see on youtube but it did seem very real.
