Kyogre is a legendary Pokemon, therefore you can NEVER get it in an egg.
The Blue Orb is only obtainable in HeartGold, there is NO WAY to get in in SoulSilver.

Ive gotten a mew, mewtwo, and dialga egg.. & by obtaining the blue ord was going to be by AR.. But wasnt sure if it could work still..
