Question for Pokemon Soul Silver
I am trying to find Sucuine (the Johto water legendary;I don't think I spelled it right) and it hasn't shown up at Route 25 yet. I know that I have to sight it at at least one more place before I can catch it, but I've searched many places and can't figure it out. Could someone please list to me all the places where you have to sight Sucuine first?

Here are the locations on Suicune:
1. Burnt Tower
2. Cainwood City
3. Route 42
4. Vermillion City
5. Route 14
6. Route 25
If you accidently defeat it on Route 25, it will return to the Burnt Tower.
