West of Cianwood City is Cliff Edge Gate. If you make it through, you'll come out on Route 47. Go past the Hiker and into the cave, then go down the ladder. If you come out of the cave, you'll be near water. If you surf west through the rocks, you get to a new area. If you go up the stairs, you'll soon get the Embedded Tower. Groudon will be in the Embedded Tower after you get the Red Orb from Mr. Pokemon.
