Sunkern 12 mega drain, absorb,ingrain growth
Croconaw 23 cut, ice fang, water gun, bite

Your at a point in the game where you can't find any items that can help with Attract. So, you going to have to over-power Whitney.
I would recommend you train both of your Pokemon to at least Level 25. Besides that, you'll just have to over-power Whitney. Make sure you have a lot of Potions.

Train your pokemon. It would also help if your team was more than two Pokemon.

Catch a drowzey or however you spell it.Use hypnoses on both but make sure drowzeys faster then milktank and the other Pokemon she has.

I used mi level 25 croconaw and made it learn blizzard , ice fang , rock tomb and I forgot the other one and I used mi level 21 pidgeotto as a little tackle dumbly..... And I won easily

I am not saying that this is 100% true, but when I was just playing her I was having trouble as well. Especially have cydiquil as my starter(who cares if I spelled it right). Attract seems to wear off if you switch out that Pokemon, also if you start with cydiquil try and use smokescreen so milktank can't hit you and try to get a Pokemon with hypnosis

To avoid attract get a Pokemon of the same gender of Whitney's Pokemon and to beat whitney try using a fight type.
