Well before you can get it expanded you need to go to the Power Plant which you can get to by surfing on Route 9. The Machine Part there has been stolen. Go to Cerulean City and to the gym where you should run into a Rocket Grunt. Follow him and he should tell you he hide the part inside the gym. Once you find the part head back to the Power Plant. Once the power has been restored head back to Lavender Town where you should now be given the expansion. Hope this helps.
