You must first get the Expansion Card from someone in the Lavender City Radio Tower. After that, go back to the Snorlax. Go into the Radio Part of your Gear. Move the "blinking dot" to the tip top of the "circle". If you do all of this, you will go into battle with the Snorlax if you click on it.

Get back the power plant generator then go to the radio tower in lavender town and talk to the gentleman and he'll give you a card for your pokegear. Then go back to the snorlax and tune in to the top of the pokegear then snorlax will wake up and battle you. Bring some good Pokemon because snorlax is level 50.

You have to go get the Expansion Card from a guy in the Radio Tower in Lavender City. After that, go back to the Snorlax by the Diglett Cave. Go into the Radio Part of your Gear. Move the dot to the top of the circle, it should come up with Pokemon Flute. The Snorlax will wake up and attack you. You can catch it or make it faint. Then you will be able to access the Diglett Cave.
