The realistic way to get unlimited Master Balls is by an AR Code. However, you could trade for them, but it would take a very long time. That way seems nearly impossible.

To add onto the previous answer, if you are interested in a Pokemon AR code for Soul Silver, you should try requesting it in our Pokemon Action Replay forum located here. It's real easy to do.
