Arceus can be obtained in SoulSilver by Trade.
I would recommend you obtain a Mareep. They can be found on Route 32. This should help you with the first Gym Leader.

Arceus can only be obtained through an event (no events are currently active) or through trade (many Arceus are hacks so beware).
Train your pokemon. Train just south of Violet, or in the Tower on the northern edge.
