Question for Pokemon Soul Silver

I can't beat lance all I got is a level 25 electrode a level 44 raikou a level 46 Lugia a level 35 gyarados a level 58 typhlosion and a level 29 crobat so how can I beat him

Okay what you have to do is get a ice type or get hydro pump on lugia

I would recommend you teach Typhlosion Rock Slide. This would help take out Lance's Charizard. I would also recommend you teach Lugia Ice Beam. This would help take out Lance's Dragonites and Aerodactyl. I would also recommend you teach Raikou Thunderbolt. This would help take out Lance's Gyarados. If you do these things, you should win. Just to be safe, you should probably stock up on Hyper Potions and Max Restores.

Put some of your Pokemon in daycare or keep training them yourself.

I advise you teach -- or get some Pokemon that can be taught -- some Ice and Rock moves. Rock will help you with Charizard and Gyarados, while Ice will help you with his Dragons and Aerodactyl. Although, you Electric moves can handle the first two mentioned Pokemon and the last mentioned one.
Also, I advise you train all your Pokemon up to Typhlosion's level, or just below/above it (except maybe Lugia, since he's properly strong enough).
